Three stages. Every one leaves a receipt.

The pipeline takes over the mechanical part of regulatory monitoring: the portal checking, the record diffing, the spreadsheet keeping. It stops precisely where judgment begins.

Extract & capture

IOS+ dispatches swarm agents running regulator-specific adapters against every state surface: HTML portals, bulk CSVs, APIs, PDFs and SFTP drops. Every retrieved artifact is content-hashed and archived before it is parsed, so extraction can be re-run against the exact page years after the regulator's site has changed. Unreachable sources are recorded as facts too: absence of data is data.

Decode & append

The Universal Decoding Model translates each regulator's forms, statuses and vocabulary into canonical Grid entities, pairing every canonical value with the verbatim original. Decoded records become candidate events, validated against strict schemas and committed to the append-only log with per-stream hash chaining and constraint-enforced idempotency.

Connect & deliver

The Identity Graph Feature Service Matrix resolves multi-state identities into global operator nodes and projects the log into operator tables, compliance views, governed workbooks and graph analytics, each rebuildable from scratch and each answerable as of any date. Derived verdicts cite the observed events that justified them, all the way down to the raw capture.

Every fact shows its work.

A compliance verdict you cannot trace is a verdict you cannot defend. The Grid quotes the regulator record behind every event, with its source URL, capture hash and retrieval time, so verifying a flag takes five seconds, not a portal session and three phone calls.

The log is append-only
Events are appended, never updated, never deleted. Each stream is hash-chained and tamper-evident; corrections are compensating events, not edits. Any projection, from an operator table to a compliance view, can be rebuilt from the log and answered as of any date: what was true, and what we knew.

Nothing files without a human
The swarm observes, classifies and evaluates. It does not submit. Every drafted filing, deadline response and regulator interaction carries a sign-off block, and nothing reaches a state agency without a person putting their name on it. Ambiguity fails closed: quarantined for triage, never guessed into the record.
